Told with ridiculous patheticness, the story is set in 1951 and takes place in army circles, depicting the disputes over the most effective air defence of the border... It chooses to depict the working disputes between an experienced, but already mentally stagnant general and a young politruk who advocates a modern conceptual solution to the common task.

The catastrophically dry weather of 1947 causes immense problems in the countryside. In the small village Klícov, only farmers Hánek and Bervida and the old Hromádka have water. The others must queue every day for a drop for themselves and their cattle. All the villagers lament over their previous decision to turn down the cooperative chairman Kouba's proposal to built a new village water-supply system.

The story of a young woman takes place at the end of the war in an apartment belonging to a Jewish owner who was forced to leave for a concentration camp. The young woman is waiting for her lover, a tall German officer who promised to take care of her and take her with him.
